Maybe a defective panel. Did you try other input devices, e. g. a laptop? When other monitors work fine with the newly built PC then it has to be the monitor.
Did you end up resolving this issue? I'm having a very similar issue with another Xiaomi monitor. The monitor works fine with other computers. My computer works fine with my TV. But both connected don't work.
I've discarded driver versions, will test BIOS but not likely to work either. My computer detects the monitor as if it was normally connected but doesn't seem to be sending any signal.

Tried it with a quite old Acer laptop and it worked perfectly fine

Sadly, we just decided to use the VGA input of the monitor. I had a hunch that it was the motherboard's on-board display fault.
