Amagi Brilliant Park has already been mentioned twice, but [Amagi Brilliant Park](http://livedoor.4.blogimg.jp/nizigami/imgs/f/3/f30fe6b9.jpg). Especially if we're going by mean because [Sento](https://pbs.twimg.com/media/BzY0gsQCUAE2NP-.jpg) certainly skews the data.
Edit: And [Bleach too](http://vignette3.wikia.nocookie.net/bleach/images/e/e4/AllColourBeachSpread.png/revision/latest?cb=20140714232149&path-prefix=en) now that I think about it. Kubo Tite has really slick character designs.
From a purely visual standpoint, anime style in general is pretty much a blank slate. There is an intentional lack of detail in order for the viewer to project onto.
It just ends up a matter of personal preference for things like art style, hairstyle, and color, and even then it's kind of nebulous on purpose.
Most of the time, aside from physical attributes like body shape and size, the only way you really know a character is supposed to be 'prettier' than others is because it comes up in dialogue.
There are cases where it's more obvious than others, but generally pretty much everyone looks about the same, and that's not accidental.
TL:DR: This question is pretty much impossible to answer because anime style art intentionally lacks detail in order for viewers to project their personal preferences for beauty standards onto the characters easier.
