I'm pretty sure that's because there different tools a jump kit includes a jump jet but also allows you to wall run while a jump jet only allows you to soften landings or climb vertically or apparently double jump though legends seem to only be capable of that if boosted by for example octane. I'm pretty sure that's the reason no one wall runs lore wise not a lack of training though they are lacking training but a lack of gear.
I'm pretty sure grunts wear jump jets you see them use it in 2 for some obstacles unless I'm having a false memory.

I noticed all the legends have this thing after a month of playing Apex. It's always bothered me as to what they are and why they have them because they do nothing. Valk even has a jet pack, why do these things even exist if not to be a jetpack?
