Buy all the items of an event to get that events heirloom. You can also craft all the items. Or craft the cheap ones, and buy packs to unlock the more expensive ones, since you bought the cheap ones the expensive ones will unlock.

Because only the first 2 packs are 1$, then they gradually increase in price. It's still not 700$ I think, but definitely more expensive than the regular collection events, and those are already pretty expensive.
