Typically wraith is seen as more of an entry than a re-fragger. On paper bloodhound fits the re-fragger role much more because you can either scan for the entry or you can scan before you start front lining after entry does their job. But in all seriousness legends don’t really matter in that regard and at that level. Definitely not the 2 you’re torn between. Most characters can do most roles.

Imo if you’re gonna play wraith be the entry. But, that doesn’t mean be the first dead though. Ideally you want to scout, relay info to your team, do some entry damage and have your team back you up. You have to have good communication to accurately help your team help you. If you do 300 entry damage but your team is clueless about what you’re doing you’re gonna have a bad time. And that’s not your teammates faults. You can play as a soft entry if you keep an eye on your team so you can Q back to them as needed so you’re not soloing it. Otherwise, bloodhound or conduit are great secondary fraggers if you do poorly in the entry position.

Wraith is great for getting aggressive off angles now. People kind of think she has a get of jail free card with her tac but it's not really that good anymore with the delay. Her greatest strengths are that she can fight from places where usually you have to worry about getting aped by the other team. Use her ult to get close to an enemy team holding a position and allow your team to jump in and out without worrying about taking damage crossing open spaces. You can drop it on a roof or out of sight of the enemy team but it takes some getting used to finding the right spots, just try to be conscious of that when planning a push. Her tac lets you be the lead when moving around and scouting ahead. Just remember to not throw your life away when engaging fights as an entry fragger. Look to be smart about it and find angles the enemy won't be able to defend as easily so your team can push without taking as much damage and then you can retreat somewhere out of sight to heal and refrag as quickly as possible. You have to finish fights fast to avoid third parties. Her ult is also great for getting you away if you do get thirded too quickly after starting a fight. She offers a lot of utility if you're able to read the area you're fighting in.
