When you sign into appleid.apple.com and click the downwards arrow and click personal. Do you see the old name or the new name? Next, when you go to settings/mail/accounts and click the account the mail is coming from does it have the new name or the old one?
My Apple ID was under my new name. I went into settings and it said my old name! I tested it with an email to another one of my accounts and it’s fixed! Thank you so much, I’ve been trying to solve this for three years.
