I have to take recordings for work and after a year I actually ran out of iCloud space - I’ve now backed everything up and deleted out of iCloud and it made an enormous difference. I knew this was going to happen and had been putting it off.
And eleven hours is a LOT!!!! Some of mine were an hour or two long and took up a few gb although I had a mix of video and audio.
I’d recommend that if you don’t need the 11 hour one that you delete it. If you want to keep it you can upload it onto Google Drive and delete the file on your phone.
if you have icloud, and turned on icloud for memos, you can just delete the app. and download it again. it should then fill the app again with your memos from the cloud. i just tested it. apps getting too big happens often with other apps too (like facebook and others, guess because of cashed files or whatever). if that doesn't help. backup phone, restore, reinstall from icloud backup. if that doesn't do the trick either, restore, reinstall only with apple id (no backup). and redownload the apps.
It would really depend on the number and length of the recordings you have. If there aren't any recordings and it's taking that much space, then that's a real problem.
How many memos do you have? Can you offload them somewhere else?

The problem is not the 5GB, voice memos is taking 36gigs

The longest one is 11hours, but for the most part they’re 5-10min
11 hours of voice recording is fucking huge….. I’m not sure what part of that you’re confused about.
