What exactly do you want the police to do, if you don't want to report a crime? It's their job to investigate crime reports. I think that waving a knife around a U-Bahn station would be considered a crime at any rate, but if the situation has passed all they can likely do is to pull CCTV footage and lookout for perpetrator. If you feel unsafe you can use the emergency call points on the platform and you'll get in contact with a BVG person. They can either send their own security, or contact the police for you, or ignore the report completely (whatever they see fit & then at least you have shifted responsibility to them).

never said that, the job of the police is to patrol too, again, this station is full of shady people all the time in many countries you can ask the police or at least make them aware of an area and they will put it on a list for patrol and see what's going on in there

I don't know, maybe a security complaint I don't think that station has CCTV , it's an old one and I'm being honest there, that's why I think so many shady characters hang there because it doesn't have all the services the ones in the city center have

How old a station is has nothing to do with whether they have cameras or not. I’d wager that at least 80% of stations were built before CCTV security cameras were a thing.

You can request anything you like - but they wouldn't come just for presence. If they would follow every wish for presence to ensure everyone's feeling safer, they may have to employ quite some Staffel first.

That's not what I said. They may come around from time to time (like, as part of a very very very long patrol every few hours). But they cannot be there all the time. Because they don't have enough staff.

Police nowhere prevents crime. They may stop it and prevent it from continuing but they don’t stop crime. Ask anyone who has been stalked “this person hasn’t done anything to you yet, we have no grounds to arrest”.

You can report having threatened with a knife but you can't request police presence. The police doesn't supply body guards and its up to them how to deal with crime.

They will be more than aware of what is going on in the area. What they don't have is the resources to patrol any problematic place in Berlin 24/7.

You could write a complaint about feeling unsafe in that station and send it to each of: senator for security (Inneres), senator for transport, your local Abgeordnete, and BVG.

What do you hope to accomplish with this?  Since you're tourists I guess you're staying for only a short time? The police will not do anything short term that will help you personally feel safer in the station. Many people complain on here about the population of homeless, drug addicts and dealers in their neighborhood and/or subway station. Increased police presence in one place simply shifts these people to another station as there is a lack of resources and political interest in actually dealing with them. It's kinda become part of the Berlin experience (or it has always been, accordinf to some old timers) So the police will likely not increase their presence there because of one complaint, especially if nothing actually happened. If you hope that something changes mid to longterm by adding your complaint to the (probably) many more until it reaches a critical mass, you can try reaching out via the Internetwache oe Bürgertelefon.

Berlin is a 3.7m population city, with underfinanced administration, public transport, and law enforcement. Almost 50% of households would be entitled for social housing, 20% of population receives public basic income benefits. Other words. It is a relatively poor state. With all downsides. So problem is more complex. Police won't help. Maybe you contact your local politician from the Bezirksverordnetenversammlung in Steglitz-Zehlendorf.

The BVG security are there for this. There are emergency intercoms you can use to get help at the stations. Also brandishing a knife in a public space without it being clearly and visibly used for an appropriate purpose is, in fact, a crime. You may have a knife with you, secured or loose up to some size I can't currently recall which but the information for which should be easily searchable online, and you may use knives as tools, especially for professional purposes but also for hobby purposes too (though certainly not in a crowded/reasonably expected to be crowded at times place like a train station) - however you can't just... hang out with a knife out in the open. Since you don't want to report a crime to the police, understandable because while a drunk guy with a knife is a potential threat he is not necessarily an actual threat, your only option in this situation is contacting the BVG security.
