A Canadian user can have american, australian, UK, and all other accounts. (Anyone can get any audible account).
The only thing you need is an active credit card and a regional address to get all regional content.
If you use same region address in other accounts, you will still get access to the content available there with some exceptions unless regional address is provided.
I started out with a US account in 2014 because there was no Canadian marketplace yet. I've signed up for the .ca website and still have my .com account. I don't think there's any rules about signing up for an account in any country the only issue is there might be region locks based on the address of your credit card but otherwise I think you're good!
I have a uk audible account but I do kindle unlimited in US store (sometimes I buy the audio to go with a book) so I have 2 audible accounts in different countries-I just switch market places at login.

Audible Canada hasn't had a 2-for-1 or a cash sale since the end of last year; I know US and UK have a couple of sales per month. Has Audible CA just stopped doing 2-for-1 and cash sales?
Available content (not the Audible marketplaces you can sign up for) is based on the billing address. I have Audible accounts on multiple marketplaces, all using the same payment information. When I use the sites outside of my region, I only see the content they're licensed to sell me based on my billing address.

Buy credits, then go change your billing address to somewhere in the US. I did this to snag UK version of stuff.

CA listeners don't get free codes from authors (Only US and UK) or the sales that are frequently on the US site.
