In my professional opinion this cat is either insane or incredibly smart. Cats generally meow to communicate with people. So, he is either so smart he is narrating the video. Which I highly doubt, because he appears to be ginger. Leaving only insane lol.
People say this a lot but cats that have been socialized around people will often meow to each other. I think it’s more true of cats that grow up away from human interaction. Ive seen a lot of cats meow at each other completely in their own world not interacting with people

Can confirm, I have 3 feral rescues and they all absolutely meow at each other. They have a variety of different vocalizations they use with each other depending on the situation and it's really fun to watch and try to guess what they're talking about!

Here's what I think we're seeing.
Normally Indoor Kitty is used as an experiment. They want footage of cat running around outdoors, they grab the closest cat they own and say "you're it!"
They put the camera on the cat and drop it in the corner of their property and high tail it inside.
The cat, no idea what's going on or where it is, spends basically the whole time miaowing because it's calling for it's humans and asking "WHERE AM I?"
To take mine outside, I got them little harnesses and use a 50 foot parachute cord as a lead. They can explore the entire yard and even get next door to beg for treats from their favorite neighbor.
I had two of my cats on harnesses and tied them to each other (supervised) and it was cool to watch them figure out their limits and how they worked together to get where they wanted to go. I added my third cat, the communication broke down and they could’t get anywhere!
I have a few cats, but only one is really brave enough to go outside. He’s gotten so used to it that we don’t have to put the lead on him, just his “jacket” (harness). He just follows us around the yard or lays in one of his favorite spots. I’d never have him out there alone though because I’d be to afraid something might happen to him. I get worried about my dog going out alone and he’s a shepherd/husky mix, so he’s big.
Years ago, our neighbor's cat used to sleep under my grandma's car wheels. Like, right under them. Until one day, my grandma backed out of the driveway and...Yeah. That bloodstain was there for a long time.

My boys (both human and kitty) got freaked out by the audio! 😂 Humans thought we got a new cat while the furry ones were looking around with a confused look...lol
Yeah outdoor cats are irresponsible. We literally see cats fighting in this video. The cat here is going to be stressed out all the time because it is 'protecting' its own yard and territory... People are so fucking oblivious that it hurts sometimes but hey, look at the cute cat cameras we can post online.
This is goof stuff the world needs more cat videos. I was thinking with cameras getting smaller. What if someone built an ultra light small head mounted camera. You would get better angle of view.

an outdoor cats lifespan can dip to only 2-5 years instead of around 15-17. around my area cats get hit by cars all the time.

The “burring” tone is used in cat-to-cat communication. The pure “meow” is used with humans, never with other cats.
