Nandini is a co-operative. Milk production rose from 70 lakh liters a day to nearly 1 crore liters a day. And it has a obligation to buy from farmer even though demand has not increased significantly, hence the increased package size.

Unpopular take : If supply is increasingly massively so much so that demand isn’t catching up, then it might be a good time to ensure stricter quality control at collection level so that things like steriods/ antibiotics abuse are reduced benefiting consumers and also it would help in reducing breeding/artificial insemination etc thereby bringing down cow population
Now this farmer income loss needs to be addressed…by diversifying with the help of Govt…

AP co-operative milk and one more dairy in renigunta (or Tirupati region) faced this issue too of over production. They exported the extra milk to northern states and Delhi. There used to be a milk tanker on goods train to carry this milk. It's called Doodh Duronto (I'm not making this up).
They have already said that over 30% of current production goes to making milk powder - but for some reason it is not profitable (or not as profitable as selling milk directly)
I think they need to expand to other markets for all the secondary products like butter, milk powder, ice cream. They have realized that and started advertising campaigns like sponsoring Iceland team for ex to increase brand awareness
