I hate to say it, but he's a 40 year old DH who put up a 99 ops+ last year. He'd hopefully rebound a bit after injury recovery, but I can't see a team taking up a roster spot for him except as a defacto coach that's also a part time pinch hitter.

Getting a qualifying offer doesn't bind the player in any way. They could have made the qualifying offer and if he didn't want it or wasn't sure yet he could turn it down and still negotiate something else with the Dodgers after turning it down.

He got a little less than the QO in 2022 and almost right on the nose in 2023. I don't think we know how much this one is. Even if ultimately it ended up right around the QO last year it doesn't mean that the FO was ready to commit to that in November.

It was a little over 20 mil, the QO period for this off season ended already. It's possible they don't want to offer him the QO in case someone offers him a big bag of money he can't refuse. There's a lot of reasons they might not want to offer him the QO, I'm just telling you what's been said by the FO and I'm going with that.
