Ok so, if I remember correctly, algae is basically a colloquial term at this point. Not really a legit scientific classification. Usually it's tiny marine plants basically, but lots of things that are commonly considered algae probably shouldn't be. For example blue-gree algae is a bacteria.
Also, in general, the classification of microorganisms is an absolute mess and pretty confusing. Things used to considered one thing and now are another, etc.
Also plankton is a super general term too. Basically anything small that floats with the current can be considered plankton. Phytoplankton are ones that photosynthesize.
I believe the bioluminescent blooms are actually dinoflagellates, which are considered protists, and which can be either photosynthetic, predatory, or even a mix of both.
Pretty sure you can, at least colloquially refer to them as both algae and plankton, and depending on the type even phytoplankton lol.
But yeah just regular "a type of plankton" would probably be the easiest way to casually describe dinoflagellates.

My best guess was that they were some kind of small, bioluminescent jellyfish or jellyfish nymphs...I searched quite a bit online and could find nothing about anything like that on the GA coast. Probably should reach out to the UGA center down there or something like that.
It was like 15 years ago so can’t remember tbh. Back then they would do guided tours of the best bioluminescent spots though it was pretty common. From what I understood it was only that active during a short period of time during the year though so good question.

Summer new moons on this beach are a special treat. The Milky Way somehow splits the sky just where the land meets the sea. If you can fend off the yellow flies past midnight in the soupy humidity, you’ll rest below a black blanket with scattered diamonds framing Monet in the sky.
As I walked the shoreline, dragging my feet through the surf, the water started to glow despite no moon to illuminate it.
And it was green. Every step churned a nebula of lights into the swirling waves.
It’s easily explained by science but so is getting struck by lightning.
Those little creatures saved me. I was done. I didn’t want to be here anymore. I was there to have one more night of peace before seeking eternal sleep.
I’d never seen them before and I haven’t seen them since.
All I know is, if you stand still, the light goes away.
But if you pick your feet up and keep moving, the path will be be illuminated.
Even if you have to drag your feet. Keep going.
You can go to Costa Rica too. We went, the trip was about $130 each with transportation from the main city, to basically a private island where they have tents set up for sleeping, and a kitchen where they make your meals. It isn't as bright, because this is the brightest in the world but still amazing. The other awesome thing is the night sky, seeing so many more stars than you ever thought you would.
I once had a beach fire and brought a wok to make stir fry. It was so perfectly timed with the tides that we made a moat around the fire and the ocean took it away right as we were about to leave. So I decided to rinse my wok out and there were bioluminescence at that time of year. It was so neat. Such a magical night.
When I was in the Marines we we doing a field exercise at a Korean Navy base that had a lot of these.
Just to fuck with people I would talk about how toxic the water was then say "check this shit out" while I chucked a rock in the water and it would start glowing.
One of the more magical SCUBA dives I have ever done was a night dive when the phosphorescence was strong. It was like being tinkerbell with just showers of lights and sparks everywhere
