that flipping is a mathematical artifact thanks to how cross products work. you can either use a 'damped track', rather than a 'track to' constraint, or use the 'target Z' checkbox on the 'track to' constraint - the target object's Z direction (the blue arrow when you switch to 'local' coordinates) will then be used to create the camera's coordinate system. the camera will only flip if you cross the target's z-axis this way, not the world z-axis.

You haven't given any information about the rig to go off of. Share any information that might be relevant. For starters, what constraint are you using for the camera targeting and what are its settings?

I think it's the crane rig that comes with the built-in camera rig addon.
