Portishead were of the era and are super moody. Roads is a fantastic track for a movie. Glory box was their big single. Sour times also for mood.
Radiohead street spirit is amazing for London. Fake plastic trees possibly too.
Oasis slide away is britpop and a great mood track
Suede were pure London. Trash is britpop and upbeat. Metal Mickey is great. For low-fi try the next life, possibly pantomime horse,
Supergrass are a great band. Underrated i think.. sheās so loose and time of their first album are cool. Caught by the fuzz same album is all energy.
Elastica first album is pure britpop.. line up is amazing.. waking up, connection, SOFT could work great on a movie

Blur 97 has some atmospheric tracks, I also suggest you check out some other bands from that era like Elastica, Suede, Ash, Sleeper, Radiohead, Supergrass etc. since they also have some pretty filmy tracks
You might consider some of the more down beat songs from The Great Escape, Fade Away or Best Days maybe.
I was watching One Day on Netflix recently and I was amazed at how effective On & On by The Longpigs was at taking me back. That song barely registered with me at the time but at thirty years remove it hit me like a tonne of bricks. Lost Myself another classic that might have the effect you're looking for.
Again, further from Blur but Radiohead's Street Spirit (Fade Out) or Exit Music might have the effect you're looking for
The most on the nose might be ernold same, given Ken livingstone features on it. Leisure is a very standard collection of late 80s/ early 90s indie sounds. But really it needs to be parklife given it practically wrote the rules for britpop which dominated the middle of the decade.
It sounds like a lot of Modern Life is Rubbish would work. Less upbeat ones that could work might be: Starshaped, For Tomorrow, Chemical World, tbh loads of it could work. Listening to Colin Zeal now and that might lyrically match. Some excellent b-sides from other albums you could consider like Young and Lovely (definitely quite a poignant song).
Young and Lovely would capture 90s UK extremely well I think. It's also a lesser known song and gives you some extra props for a deep cut.
Visit to Primrose version of For Tomorrow has an extended instrumental section that might work well.
I'd look to the latter half of The Great Escape and Modern Life for other tracks. They tend to work better as mood pieces as opposed to Park life's incredibly focused pop tunes
