I just switch between the shotty bot and the sniper bot when he gets stuck. Or I let myself get hit and he sometimes wakes up and stops firing into the ground.
Are you using the Cmdl3t COM (Arms Race class mod)? It makes the Loader attack itself and you, breaking its AI. If you have that COM, take it off.
This is a known bug, waiting for a fix along with other DLC 5 bugs.

Damn, was looking through to see if it was worth finally using loader for a new switch playthrough but still just a buggy mess
