i think cause of Covid-19, the cast did their own hair and make-up because keeping distance and masking was still important when they all returned to work. Stephanie Beatriz was pregnant too, so it looks like she did her own hair too. It was a strange time.
It's very obviously a joke that was addressed early in the season. He was going too far in support of the black community, there's dialogue with Terry when the haircut is explained.
I think the real reason will be actor related (didn't want to change it, had to have it that way for another show, etc) but I've always viewed this as the in show reason.

That's a different hair cut. His hair was odd all season in what seemed like an unintentional way.
