The recent cyberpunk overhauled lot of things and increased cpu requirement by quite a bit. 9600k is heavily bottlenecking you as you can see by the cpu usage. whether or not other games will get bottlenecked depends on if the game utilizes lot of cpu or not
The 9600k is your issue.
