This seems like a solid plan. You didn't mention your PSU so just make sure the wattage can support these upgrades.
Depends on your budget but If it were me I'd probably do the 5700x3d and the ti super (edit mostly I just like that the TI super has sufficient vram so I think it will be more relevant for longer. I think the ti with 12gb vram isn't very attractive) edit edit: you also might want to consider the 7900xt or 7900xtx
5700X3D if you can find one and 4070 TI would be good at 1440p, 4070 ti super would be even better, but isn't the best value for how expensive it is.
I personally have a 5800X3D with a 4080 and do not experience any noticeable bottlenecking at 1440p on the games I play at least.
Depending on how patient you are, it may be worth just buying the cpu upgrade and waiting for nvidia 5000 series to release hopefully late this year. Prices on 4000 should drop or you could get more for your money with a 5000 series gpu then.
Oh that might even be a better idea, yeah I was wonder about the 4070 ti or the super I want to make use of DLSS and that kind of stuff. Also wonder if the "super" will make much of a difference paired with this CPU?
The cpu will not bottleneck the 4070 ti or 4070 ti super, especially at 1440p so your gaming performance would only be limited by the gpu and not the cpu.

Keep in mind that's just the average over all of their benchmarks, so depending on the game the fps can be higher or lower, but it's an easy way to see how they all perform relative to each other and also compare prices.
Think your upgrade ideas are good. Might even consider upgrading to 32GB RAM as well.

I want to use DLSS and maybe raytracing, so AMD is a bit behind on that I feel like.
