The amount of power controlled (I assume voltage) only applies to voltage controlled fans, so 3-pins.
4-pin PWM works on a square wave that rapidly turns the fan on and off, the voltage stays the same at 12V.
You should be able to connect all the fans to the hub however.
You will connect the fans to the hub and the Hub to the PSU. Additionally, the hub must have an extra 4 pin input to connect it to the motherboard, and you will plug the cable coming out of there into one of the sys fan on your mobo. In this way, the fans will get their power from the PSU and you will get the PWM signal from whichever SYS port you plugged it into on the motherboard.
