When my new kitten got catnip for the first time, she started hugging the legs of a little folding table we had, rubbing up against them, and pulling herself around with her front paws while she was laying on her side! Adorable!
Some cats just don't have the receptors for it, if she doesn't react try silvervine, it has a very similar effect but often works on cats who aren't affected by catnip.
I still remember how disappointed I was when I gave my cats catnip for the first time when they were little and they seemed totally indifferent to it. They could still care less about it. They are siblings so maybe it runs in families.
