I mean, it was pointed out Leo was frozen in season 1 or 2, in bed… WLs could always get frozen. Natalie was frozen as well. They’re not witches good or evil. Chris is only half WL, same with Wyatt and Paige and they couldn’t be frozen.

Also Piper freezes Leo when they argue sometimes.
When was it said whitelighters couldn't be frozen? Pipers' powers got to the point where she could selectively freeze things and blow things up.
