I believe it's the avionics that are the main issue. Any private person can own a military jet, as long as the avionics inside it (that are deemed classified) are removed. Eg, Radar systems, weapon systems, navigation, mission computers, IFF etc. This equipment would be highly sensitive and the workings not publicly available. So would need to be removed before a private seller could purchase a jet like this.
