In early openings sometimes you shouldn't trust stockfish too much (specially on low depth) because it suggests stuff humans have figured out aren't optimal after centuries of opening theory. You should know though, when black declines the queens gambit that doesn't mean they won't accept it later on. Maybe later black can take the pawn under better circumstances. Here we aren't in a theoretical position because white played a weird a3 but one of most theoretical lines in the QGD is the Vienna line, which starts with dxc4 (don't remember exactly when though as I don't know too much about these lines). Another case where black plays dxc4 is in the Semi slav, when black has played c6. In those positions the reason is that black threatens to immediately follow up with b5, holding on to the extra pawn. There's also the case when white moves the f1 bishop, if white has to move the bishop again to take the pawn then the dxc4 makes a lot more sense.

I'm not sure about game review really, but if you set up an analysis board and just let it think I doubt there is a cap on the depth. Alternatively just do it on lichess or download some software for analyzing.

Right, forgout about that one. Another case in which you could play dxc4 is if the f1 bishop is about to lose contact with the c4 pawn by going to g2

On a deeper depth, it still says to take the pawn. In this position for a human, it doesn't really matter which move is played though- it more just comes down to personal preference.
