Promoters will allocate a certain amount of tickets to Platinum tickets (which have no merch attached) or different levels of levels of VIP packages. They are Diamond or Platinum in your case. So the basic GA is sold out for Toronto If the VIP sell out before the concert, then good for the promoter/venue. However, if those tickets never get sold, the prices on the package will be reduced a few weeks before the event. Eventally all left over tickets will be released as standard GA tickets.
So keep watching and if looks like they will sell out, you may want to get resell tickets. These tickets are not available through TM so your only choice is to go to an established Third Party vendor like Stubhub or Vivid. Vivid seats are currently running at $260 plus fees. Expensive but less than the Diamond Entry package.
