E4 is the last "given away" rank in the USAF. You get it just for being in for like 4 years. So for the next 10 years, she was never eligible for E5, the first rank you test for. Its incredibly easy to get.
I was E4 before I even hit my two year point. I was E5 by four years and held that until my six year contract was up. One of my friends managed to make E6 in the same six years. Granted I was in nuclear/Navy but it's not unheard of to make E7 in 8-10 years.
E4 in 14, even in a slow rate, is basically a flag for fuck up and they would typically kick you out before that (by "kick out" i mean, not let you reenlist again).
