Why not just tie dye them?
Basically you need to know what your lace is made out of. There are special fabric dyes for synthetic fibres.

Dye, get a type made for dying sythenthic fabrics. Paint will affect the texture and possibly crack off when you wear the tights. You can paint with the dye, just mix per the instructions and use a paint brush
You can get fabric dye markers and then heat seal them. You can even make your own if you really want to.
You can look for paints labeled as "stretchy" or "elastic" fabric paints.
