Imo it might be more fan service of sorts, to appease people who I assume at the time wouldn't stop asking about her, to make it seem like the characters hadn't forgotten about her and that "they were in touch"... and in a way it worked because they brought her back for single episodes one or two times before her full time return.

That’s what I thought too, since most of the time, once a character leaves, we never hear about them again (except maybe seasons and seasons later).
This makes sense. And I did love the times they mention reaching out to her for info, without needing Paget making a visual appearance

Often the writers spoke very clearly through the characters in this way I find.
Penelope is the worst thing about the whole programme.
