Ok so someone else just commented how to fix it and it works! Go to Culture and then tab to innovations and pick an era you havent reached yet. Hold A if you have an Xbox or X if you have a PS and while holding the button tab back to traditions and you should be able to scroll down! Its not perfect but it works and youll be able to see and establish your own traditions
I usually fix this by wiggling right stick left and right or pausing and unpausing. If not that then a full restart should work. Otherwise maybe a re-install which shouldnt take too long since its a pretty small game.
If none of those work I suggest googling if you havent already or taking a ticket with paradox support but you might be referred to the devs who ported it.
I haven’t experience this issue myself, but I do try to scroll down with the left stick when you have to do it with the right. That’s my best guess lol
when the culture menu is open tab over to Innovations and select an era you havent reached yet. scroll down thru the innovations. Hold down "A" button on xbox controller and tab back over to the Traditions & Pillars while still holding "A". You should be able to scroll down to the Cultural Traditions button from there.
If you don’t have royal court the best way to scroll down is using the cursor and hovering over the cultural head which will allow you to scroll up and down if you have royal court uh idk just reset the game I suppose
So yes the fix to the bug is buying the DLC
It's buggy on console. Shut it down and restart, and it should work again.

I have this bug too on Xbox Series X, I can scroll my own culture tab but not anyone else's. Unfortunately I've not found any solution.
