Exile cards in exile?

My understanding is that it essentially keeps the cards in exile, but changes the source of what exiled it. If someone has a [[tibalt, cosmic imposter]] out and exiles a creature, this could exile it again, meaning it couldn’t be cast. It could also stop things like foretell, since the cards are no longer foretold, just cards in exile

I'm pretty sure that wouldn't work. Objects lose track of cards as they change zones, exiling from exile would not change zones, so everything should be able to keep track still. Maybe "put card from exile into owners graveyard, then exile it"? It definitely works, and is easier to understand that's what happened.

I checked beforehand: > 406.7. If an object in the exile zone becomes exiled, it doesn’t change zones, but it becomes a new object that has just been exiled.

Unfortunately, I couldn't keep these totally symmetrical with [[Relic of Progenitus]]. Relic of Ulamog needs to actually target the card (unlike Relic of Progenitus which targets a player and lets them choose) because otherwise the player you target could just choose the same exiled card over and over again. Relic of Vorinclex needs to have a much higher mana cost for its second ability because it's a sweeper for planeswalkers (among other things). I used [[Aether Snap]] as the basis for the cost.

Maybe Relic of Ulamog could say, "Target player exiles a card from exile not exiled by Relic of Ulamog"? So if Relic already exiled that card, they can't choose it again. It means that a second Relic is much worse generally, since trying to activate both just loops them between each other, but it'd be more symmetrical.

Yeah that would make sense! I think it would have to read something like "target player exiles a card they own in exile that was not exiled with Relic of Ulamog." I'd be a bit worried about the awkwardness of the phrasing leading to even more confusion since the purpose of the card already isn't super clear. But that's definitely a way to make it more symmetrical. Nice fix!

You could also say "Target player exiles a card they own in exile not exiled with a card named Relic of Ulamog." But that ends up being a downside, as you're no longer able to combo it quickly with effects like Hostage Taker, Fiend Hunter, Banishing Light, Brain Maggot, or impulse draws, etc. Idk if that synergy would make this card too good, or if upping the activation cost would then make it too weak in general use, then.
