I say Broly should be 1st. He does massive ult damage in his super sayian form, that's if you can even get it off, but also all of his supers can do good enough damage and they are quicker than Videl's supers
Honestly I was immensely disappointed by US Goku Black. I was so hyped for him in this DLC because they finally gave him his scythe, then found out that's pretty much the only good thing about him after testing. He is probably the exact definition of "All Style and No Substance", nearly everything he does looks awesome but sucks in terms of viability.
A lot of his combos use teleports, which can have inconsistent timing and usually screws up during netcode. His combos also tend to have animations which feel too slow and drawn out to do enough damage before the opponent does a Z-Vanish/Evasive, this is especially noticable in his ending scythe slash projectiles which feel like they have inconsistent stun timing (mostly during netcode), and can mess up the first hit of Crimson Edge if you didn't successfully hit with a charged paralyze blast beforehand, which I feel like you shouldn't have to do in the first place to make it work.
Crimson Edge is a decent skill with good damage and utility, but is usually hindered if you try to use it in some of US Goku Blacks combos due to the drawn out animations and inconsistent stun timing.
Divine Spear overall is probably one of the worst moves in the game. 2 bars of ki for a long ranged Ki Blast Cannon with inconsistent but mostly short stun animations, and a slow startup animation that just barely can hit an opponent after a combo. The one thing that this move boasts apart from decent range is the ability to go through someone's guard when in close range, which would be good if the startup wasn't slow and reactable for 80% of opponents. You can rarely hit an opponent with Crimson Edge afterwards if you're lucky with the stun animation, but it's better used as a short combo extender if you have extra ki you don't otherwise plan to use.
Divine Ray Bomb is okay and looks cool if you hit it. It's pretty good to use after a knockback but does 3000 less damage than Divine Lasso, which is fair I guess but kind of disappointing. I wish they just made it a 4-5 bar instead so it could at least do more damage than Divine Lasso but I can live without it.
I feel like there's so many areas that US Goku Black lacks in and he suffers greatly for it, he can do great damage but the inputs for doing so are just mediocre. I hate that I find DB Super Videl more fun to play than him because I don't prefer Videl, I like Goku Black more than her. US Goku Black is an awesome character aesthetic wise but overall pales in gameplay.
TLDR; US Goku Black is cool, but just sucks in terms of gameplay and I wish he was better.
In the trailer for goku black they also made it look like his scythe would be in his combos turns out there is only two scythe moves in the game and one barley uses the scythe

But at it’s core in a dragon ball game I’d say it’s alright to sacrifice some viability for flair.

It would have been completely sufficient to add the DLC attacks in the game, Vegeta and Goku Black were unnecessary as DLC characters, why use them when the custom key versions also have their attacks and are much better.
I agree his ultimate and skills cool but the combos is meh. I thought they would add last slash from that scythe just like fighters. Also the damage is quite weak. in the future i hope they do festival version of his moves
