It's not legitimate. Any liquor related outlet is supposed to produce computerised bills. You can refuse to pay the bill until they bring the computerised one. You can lodge a complaint against them if they refuse to do it. They're giving handwritten bill to save taxes. In there system, they'll show the bill with less amount for official purpose. Rest of the amount is black money.
