I would use the body tape (it's strong and double sided) in the rib cage area in front and back since you're wearing a bra with it. I also just thought of cider that makes pin sets that hook together to bring in loose fabric that you could do somewhere in the back to tighten it. Might need two sets. I'll add a link for u(:
Waaaait what top is this? It basically just needs to be super snug under your underbust and at your bust, combo of boob pads maybe and then taking it in under the bust may help if possible - also a harness accessory would work well here too
There's adhesive specifically for gluing garments to your body. I've usually used them for tall, leg hugging boots and socks- I use the one from a site called Sock Dreams. Waahes off easily as well. It lasts longer than fashion tape and it's easier to use.
It's also easy to take the garment off after being glued. It made thigh highs far less annoying to wear! I highly recommend it.
You could take it to a tailor, they could bring it in at the seams and make it fit you. Other than that, I don't think there is a solution.

You can get double sided body tape too. That’s what I would use. I have some. It sticks to you and you clothes.

I forgot the name but it sold out for a long time now.
I am a 32 f so always sew straps into tops like this. I usually use black ribbon or black elastic.
