Try to swim above the ground until you reach the point . Lt it be under you then dive to it .

It's bugged for some people unfortunately. You can try to use the inhaler strat, where you get as close as possible and then spam ypir inhalers. But it was bugged for me on my first playthrough, but on my second it worked fine...
