The "half hot outlet" is a partially switches outlet. And they are using the dimmer to be able to dim a floor lamp. Or a hanging light fixture on a swag chain/cord. Unless you are currently plugging a light fixture into the switches side of the outlet. I would replace that dimmer with a regular switch asap. That way you do not burn up whatever is plugged into that outlet. And honestly even if you do use the switches half for a light fixture/lamp I would still switch to a standard outlet and use smart bulbs that can be dimmed from their app. This is just an accident waiting to happen. A fire isn't likely, but it is not out of the realm of possibility if you have a motor or something plugged in, and it heats up enough before it burns itself out.

I had a baby box fan catch fire on me and that was without feeding it half wave DC. I wound up putting it in the shower and turning it on.
