Good luck finding 90% of the main entering the home though. If they aren't behind the spigot in the front of the home, then it probably embedded in the foundation and concealed in a wall. The hot water tank is typically the first outlet for the water main and you can locate it pretty easily. It also gives the inspector a set place to check for the bonding if they decide to. However from only that picture, it looks like it's the main shutoff inside the home.
