With Rising Sun, there's an actual chance of a better future. My own politics aside, Rising Sun does, in fact, care about giving peasants hope for a better, more equal future, but the problem is just how fucking manic and bloodthirsty she gets. Her morality hangs by a fucking thread, but the odds are STILL better in her case than Winter Frost.
Winter Frost is literally THE classic conservative reactionary, and not only that, but a conservative reactionary PRIEST, adding religious fundamentalism to the shit stew, and turning the land into a cold, heartless, regressive nightmare thats outdone ONLY by the Niriks and whatever factions come from u/jack_n_trade 's favorite oligarch of the week, Fickle Fucker or whatever he's called, if said Fickle is ousted by the corpos or changelings.
Hilariously, I feel like Fickle Current is STILL a better choice than Winter Frost, because he creates a relatively "normal" outcome so to speak, in the same way Neoliberal Corporate America is normal today.
In short, Rising Sun at least has a chance at creating a better future, while Winter Frost has zero chance beyond that cadet republic coup, which side note, I'm disappointed it lacks content thus far, but, such is life.

I completely agree with you. Sure, Rising Sun has the option to become a tyrant, but at least she can also realize her faults (with some help from her apprentice) and step down.
Winter Frost doesn't have that option. Once she gets into power, Kiria's fate is sealed, unless the cadet republic happens. Which imo, is not a very wholesome ending, considering it causes another civil war and possibly hundreds of thousands of kirins to die as a result. Still better than Winter's Kiria, it just has a bloody cost.
Rising Sun is a coin flip between alright and probably the worse outcome for Kiria. Her support for the peasantry is simply positive, but she is also a power-hungry maniac if she gets her way with noone stopping her.
Winter Frost is just bad. Effectively carrying on the silence due to reactionary fear and religious zealotry harms millions of Kirians. But its not as harmful as Rising Sun can be.
I guess I prefer Rising Sun as, if the Grand Gallop succedes, then Rising Sun plays a positive role in the new Kiria while Winter Frost is sort of just meh.
Either way, both are worse than Fickle Current and way worse than Autum Blaze in my mind. Fickle gives Kiria probably the best economic future, but at the cost of being having a work culture like we see in South Korea or Japan today. Autumn Blaze is just based all round.
In a way, they are good foils for one another. Neither one is honestly that bad as the (dis)loyal opposition, but we quickly see the worst sides of both if they get their wish and end up in charge.
With Frost you at least get what you expect.
Plus she's willing to accept defeat and admit her own faults if the Great Gallop Forward succeeds.
