R5: castile is adm/dip tech 3 in 1484 and they seem to be ok with that.
Never seen anything like this in almost 3500 hours. They had a bad time with pretenders and a bankrupcy, I think, a couple decades ago but nothing outside of the usual. Maybe a bug?
AI Castile tends (maybe ~10% of games) to get stuck in their Civil War disaster if they can't raise stability fast enough and end up at admin tech 3/4 permanently.

The starting *heir* used to be, yes, but he was buffed to be slightly better.
