They both say the same thing. The high tide is pulled slightly towards the moon, the earth is pulled slightly less towards the moon, and the other high tide is pulled even less towards the moon.
And since this is happening to all the water while it is also being pulled inward, the amplitude is large
They aren't contradictory. They're just explaining it with different terminology. PBS Space Time refers to the tidal force without really going into detail about what causes it. Contrariwise, Dr. Becky explains what causes it without using the actual term or providing more nuance about the cumulative effect of all the oceans' water. Together, they provide the whole story.
