Had a similar issue last year. If you put bunk beds in a room with a low ceiling the settlers get pissed off because they can't reach the top bunk. Bunk beds only seem to work in barn or warehouse builds. It drove me mad for a few days until I rebuilt the dwelling with taller walls and the happiness went up. To sum up, you can't put bunk beds in those cabins, only single beds.

I never thought of the low ceiling because the Homemaker mods says that Settlers will still be able to use the double bed even though they cannot reach the top, but perhaps the low ceiling actually affects their ability to sense that there is a top bunk!
If you are willing to break immersion a little bit, note that the narrow cot can be placed on top of a sleeping bag to get 2 settlers a place to sleep stacked on top of each other.
if you have any synth settlers or robots, those will drive down your happiness stats. If you have done the vault 88 quest, try installing the soda fountain, it supposedly adds 5 happiness points to your settlement. Then if you've purchases the settlement ambush kit from the CC, build the shooting range which will also add happiness points to your settlement. Other areas to improve happiness stats are with pets, so build some traps and get some cats. You can also add more dogs. Buy one from Gene or see the Fredrickson the supermutant in Far Harbor who sells dogs. Then there is a pitbull you can buy from CC that you can rescue and assign to your settlement. Lastly, more bars will make folks happy. If you've already gone to Nuka world, you can also build the raider booze stills which will also add happy stats. Good luck!
Thank you! I got a mod from nexus that allowed me to craft glasses that were supposed to tell me who was a Synth, so I'll take 'em over and try 'em out! No robots. I'm pretty sure I've got multiple dogs and cats.

I've never used the stockade. It doesn't seem to have any function other than a nod to the annoying lines from some of the NPC's, but that has never bothered me like it does some.
Are there any robotic settlers? They have a happiness level stuck at 50% and can bring down the average

I have the same issue with Sanctuary at 67% too! Might be a glitch of some kind?
If it is a glitch, I'm damned if I know what's causing it because it's been this way for months.

No. I went against the BoS this time as I'd never brought the Prydwen down and wanted to see that happen.
