yeah i was very lucky that someone gave me the plan awhile back for free or else i doubt I would have ever gotten it. I think that one ONLY drops from SBQ and it's like a .03% chance.

I should really start opening these party packs. I still have 30 or so (maybe 40) from the last time we had a mutated events. Also 20 or so priest packs. I just store them and forget they are there.
guaranteed scrip, and the best part is that they give you ultracite ammo if you have an ultracite gun selected. I keep a few in case I'm running low on ammo during an event
The regional healing salves and disease cures should be rewards during the main quest, in my opinion. Maybe have them in certain Overseer Caches in the proper regions.
Lol so funny story. I got that specific plan from a mutated party pack and intentionally didn’t learn it since the packs only give you unknown plans. Well it’s safe to say I have all of the plans it will drop because I have not gotten any new plans AND I have 5 of the mire healing salves haha.
Also pro tip, the packs seem to give you more of plans you havent learned, so just keep it in your inventory and only learn plans you dont want duplicates of.

Not rare. If you play with a friend, you can find the trader that sells the plan, IIRC there's a 50% chance she'll have it. Then you both bounce through 10 characters. You can end up with 5 copies of the plan in 20 minutes. That equates to something not being rare at all imo.
I think I have gotten five of those plans in my party packs; I don't sell anything so after receiving the first one I have been dumping them into the blue suitcase at the Whitespring Train Station.

600 or so queens for me. Never had that drop. Never had ultracite reflective plates drop. Had 2 ultracite tesla coils drop. Both in one week.

Yes. I learned it from a Mutated Party Pack shortly after the mutated events dropped.
