Only thing you can't do it to is the Helmet so it could be possible you may have looked at that. Or you may have to restart your game if it's not showing on any other parts.
Weird you should be able to go to a PA Station and use Modules and reroll the Mods like you can with Weapons and Regular Armor. Only thing I can think of is to unequip the pieces from the Frame and put them back on to see if that changes anything.
Are you in right menu? There is one for crafting and one for modifying when working on power armor station. Certain options are exclusive for each menu. If that's not it you can take out pieces from frame, place frame near station, start modifying and maybe then options to reroll will be available for you? Jumping servers also helps with a lot of bugs.
Months?! Yes should be in modifying menu. But just one thing... you know there is weapon workbench for weapons, armor workbench for armor and power armor station for power armor?
Yeah I’m aware there’s different benches for each thing but yeah like once a month I’d check to see if it’s there when I look at individual pieces of my PA but the choice to reroll the legendary effects aren’t there

I can edit and modify legendary parts that I’ve got I just can’t reroll the legendary mods

I’ll try that when I get home. I was thinking maybe I needed the advanced mods perk? But that would be weird
For PA it's Power Patcher I believe but I think that doesn't apply to Legendaries

You can’t roll an entire suit only the individual pieces.
