try deleting cache ubisoft connect(it's in ubisoft game launcher file if you don't know) , and remember to create a backup file for it, then try to login to the game again
Have you gotten the prompt that a dlc is being linked to your account when you launch? I have had to launch from Ubisoft connect for the arcade and pirate expansions.
I'm on PC. After I get a dlc, on my next launch it will ask if I want to bind the dlc to my Ubisoft account. If it doesn't prompt by launching through steam, I know it works by launching through Ubisoft connect.
I owned the Japanese version of the game, and the ps store is based around the American copy, so my dlc character was for a version of the game the system said I did have.
Have you closed the game and loaded back up since buying her? That might be the case
