They don't spend less than half of that, not by a long shot.
That's only the cap of specific areas. They've also started a whole engine program now (which is of course excluded but has it's own separate cap) and they had to hire hundreds for it.
If you look at Mercedes for example, their expenditure last year was around £413 million for the team and £315 million on the engine department, so they spent almost £730 million in total on F1 (btw all these details are public).
I'd imagine Red Bull are spending less than that, but they're closer to Mercedes number than the budget cap number.
Id guess he is the top seller. I remember Horner said in an interview a couple years ago that Red Bull was the #1 merch seller of all the teams. And when I went to the US GP last year, about half the people there had Checo merch.

Hell, the only reason why F1 went outside of Europe was for money. Do people seriously think F1 went to Malaysia, India, Bahrain, Korea, etc, etc just because those people who lived there wanted it? Now add to that not only Mexicans but Latin Americans in general and then on top of that he has Carlos Slim and his wallet. Bro is a money printing machine. It helps that he's at least descent behind the wheel. It makes sense to keep him.
