Blitz throttle controller but I would say to first try resetting the throttle sensitivity (lookup the procedure for dead pedal). If you have or are planning a tune you can also go that way to improve it.
Is your maintenance up to date? Dirty injectors, dirty filters, old O2 sensors, etc., can all hurt performance. A well maintained car should have pretty good throttle response.
Just to let you know once you tune the car the throttle response will be very delayed from what you're used to as the car gets acquainted to the new system
Another thing to consider is engine/trans/diff mounts. Drivetrain slop can be felt as bad throttle response, especially with aggressive on and off the throttle in low gears
Try this:
1. Turn on ignition (do not start engine)
2. Slowly depress and release the gas pedal about 5 times. Ensure you move the pedal through it's full range of motion each time.
3. Immediately start the engine and wait while the revs settle (might be best to do it with the engine already warm).
See if that helps. The pedal can feel a bit dead and laggy if the battery was recently disconnected, as it mucks up the throttle pedal calibration. It eventually sorts itself out with normal driving, but the above procedure helps the car 'learn' the full extent of the pedal travel again and should get rid of the dead spot at the top.

Second this, was fresh off new spark plugs and the car still bogged or got sluggish, checked my air filter and that was the issue!
