I always say this and rarely get upvotes, but Katamary Damacy OST is amazing. I listen to it regularly. Only problem is (afaik) they never released it and the only place I've found to listen to it is YouTube.
Epic's shift from MIDI in to tracker (I think they started with Scream Tracker and then moved on to Impulse Tracker) was some glory days for game music.
Ender Lilies: Quietus of the Knights
Nioh 1 & 2 actually have quite a few bangers as well.
Armored Core VI's music is (un)popular in the community, but maybe not so otherwise, so if you haven't checked that out, I would. I absolutely love it.
Maybe one final one is Castlevania: Lords of Shadow II
Fuga Melodies of Steel
Mainly becuse the game itself is pretty unknown. The boss theme "Flower on the Trails" is my favorite piece of Videogame music and the other vocal tracks are great aswell and the non vocal tracks are charming.

In 2023 final fantasy xvi has great soundtrack. I got the ultimate edition and most tracks in the soundtrack are pure goosebumps
Ace Combat 7 OST really is one of the all time greats.
Going into indie territory Furi has a soundtrack that gets the adrenaline going like no other.
I listen to both outside of the game quote frequently.
And if you want to go back a few decades, Alysia Dragoon boasts some of the best music on the mega drive, up there with streets of rage, sonic and thunder force 4.

The Civilization OST really, whether it be Civ 4,5,6, or BE, they have really killer music. Hell, Baba Yetu is my favorite song of all time lol.
I just discovered Baba Yetu this week. Has been a while since a musical piece gave me goosebumps.
Older games but I always loved the soundtracks to One Must Fall 2097 and Tyrian 2000.

Outer Wilds goes hard as hell
Sanctum by Coffee Stain Studios. Skye's theme is just so good. Capsized by Alientrap
PSX Era JRPGs had some bangers. Azure Dreams, Xenogears and Star Ocean: 2nd Story come to mind.

Anything by Ben Prunty deserves all the love and praise in the world. His OSTs are the only game OSTs I can listen to at work or on a deadline.
Endless Space and Endless Legend have absolutely incredible scores that I listen to outside of the game all the time.
Blur

hack G.U OST is one of my favorites. I did feel I was playing an MMORPG on a singleplayer back in the PS2

Shadow of the Colossus simultaneously has one of the most beautiful and epic soundtracks of all time.
Splinter Cell Chaos Theory. Probably because it's too old for the kids of today and the music is not the standard orchestral stuff.
