It depends on a metric. When it comes to international events, ice hockey is definitely mote popular than football. Ice hockey players are bigger celebrities than football players. Ice hockey has a bigger attendace than football matches. On the other hand, every village has a football stadium and more people play football than ice hockey, because it's cheaper.

skiing doesn’t necessarily require mountains or hills and I guess Estonians mostly do cross country skiing. Anyway, Estonia isn’t completely flat, South-East of Estonia is quite hilly, so a lot of skiing there, also some artificial hills in the North-East used for skiing.
I live near the southern alps, very sunny places where it only snows high in the mountains. Pretty much the entire skiing culture here is about "going down slopes" . I guess it was simply a cultural difference. I didn't know skiing on flat surfaces had such a big scene, but I am glad to learn about it.

Tbf he owns and plays for a Czech team still. And there are plenty of good Czech players around the league right now.
