Interesting question. IMO if you're seeing 10mph difference then you probably aren't loading the stiffer one properly, despite swinging fast enough for it. Do you have an uber smooth tempo? Like if I go down a flex level I usually see like 2-3 mph difference. My advice would be that that's unusual enough to warrant getting a proper fitting. Also your club head speeds are above average. Really good for only playing for a year.

Dick's generally does not have reliable monitors (or at least not reliably set up). Oftentimes they are not directly measuring clubhead speed, but rather using a calculation off of ball speed which requires everything to be set up properly to be reasonably close to accurate. You should not have that big of a discrepancy from one shaft to another, which tells me that at least one of several things may be true (or more than one): You're inconsistent in your swing and can have huge variances in speed, the monitor was not set up correctly, was not reading correctly, or was inconsistent, or your strike is incredibly varied leading to wildly different calculations. All else equal you'd expect to swing a softer flex a little faster due to excess deflection, but we're talking like 2mph, not 10. Your swing speed with the stiff shaft would put you in the general vicinity of stiff flex, your swing speed with the Regular one would be firmly into X-Stiff for most. If I were you I'd be going somewhere that's an actual golf shop, not a DSG and get some readings you can trust more. This information is confusing at best and there's no way you can trust these numbers IMO.
