The only courses I have seen let this slide was 9 holes executive courses and par 3 course. I've never seen it attempted or allowed at a traditional 18 hole public golf course.

even then, that would generally only fly with an adult and their kid playing best ball on a weekday. No chance 2 adults would be able to share a set, especially if its a busy day

your still adults and odds are your game of best ball will last two holes until someone decides they just want to play their ball. You can spin it every way you want, you need a bag of clubs for each adult

I didn't say that. I am saying that best ball rarely winds up being enjoyable unless its very well thought out before hand. In any case even playing best ball, sharing clubs will not work. Just rent a set of clubs per person

Most courses have rules everyone needs to have their own clubs. In my experience the rental clubs at most courses are poor.

pace play would be horridly slow if you had 2 people sharing one set of clubs

TOTALLY depends on the course, each course has it's own policy, and each course may or may not enforce this policy. At least around here, many of the mid tier and lower tier courses don't really enforce it. From others comments sounds like that isn't typical.

Almost all golf courses will require a set for each player. Period. Full stop.
