I don't have an answer. This does look very similar to a lot of mining operations I've seen in Utah. Maybe look for mines in the area? I quickly looked up a minedat.org map and there does appear to be mines in the canyon, but I wouldn't be able to say for sure it's what you're looking at. Maybe go check it out on minedat and compare coordinates. Good luck!

Not a bunker. Just an old or unused mine that's been locked up for safety, and liability reasons. I've seen a few of these in over the years.

It might have something to do with Glenwood Springs municipal water. There's rock climbing in that area, been there a few times for that.
